Supports planning and execution of projects with the consideration of all applicable environmental rules and regulations. Assists with or leads licensing, permitting, commissioning and integration and supports environmental regulatory filings for all environmental programs. This Subject Matter Expert (SME) works under the direction of the Principal Environmental Staff and is responsible for providing technical and regulatory support and expertise for development, construction, integration, mergers, acquisition, and divesture projects.<br><br><strong>Primary Duties And Accountabilities<br><br></strong><ul><li> Provide environmental support for new build or large capital projects including planning and execution of origination due diligence, initial permitting, construction, commissioning, and integration under guidance (as needed) from Principal Environmental Staff and Director.</li><li> Support development and implementation of permitting and agency consultation strategies to help identify, communicate, and mitigate environmental risks utilizing excellent written and verbal interpersonal and communication skills.</li><li> Provide environmental input and recommend options to inform decisions on high-cost projects that align with the company’s strategic growth strategy.</li><li> Coordinate with project team to ensure environmental due diligence, siting, and permitting, commissioning, and integration actions and schedule are integrated into the overall project schedule. Manage multiple issues/tasks with conflicting priorities.</li><li> Provide input to the selection of Environmental Contractors to support project activities. Monitor and manage contractor spend and other information (contract number, spend to date, forecasted spend, description of services, schedule, accruals, etc.) and provide update to project management and financial controls, as necessary, applying strong analytical skills.</li><li> Assist with/or lead the development of applications, negotiations, and implementation of permits and approvals. Engage with Regulatory Agency personnel as needed throughout the permitting process.</li><li> Track and communicate status of environmental actions and risks to internal stakeholders to effectively accomplish project goals within budget, quality, and time standards. Engage with staff at existing power plants to identify and mitigate potential impacts of new projects on ongoing operations, to the extent feasible.</li><li> Participate in Original Equipment Manufacturer (OEM), Engineering, Procurement, and Construction (EPC), Owners Engineer (OE), and various counterparty contract reviews to support incorporation of environmental requirements.</li><li> Perform environmental aspects of due diligence efforts including site visits, contractor support, preparation of due diligence documents and reports, preparing environmental schedules, commenting on purchase sale agreements, and overall support to the due diligence process for mergers, acquisitions, and divestitures.</li><li> Assist with the development, implementation, and maintenance of procedures, processes and other tools for environmental areas related to mergers, acquisitions, and divestures (due diligence), and construction management. Maintain Environmental Project Tracker and Lesson Learned Database and similar tools.</li><li> Perform environmental oversight as needed (remotely and in the field) for projects in construction to ensure regulatory requirements are being met.</li><li> Complete other job assignments and/or duties pursuant to company policy or as directed by management.<br><br></li></ul><strong>Minimum Qualifications<br><br></strong><ul><li> Bachelor’s degree in engineering, natural or physical sciences, or environmental science or related program with 5+years related experience OR</li><li> Associate’s degree in engineering, natural or physical sciences, or environmental science or related program with 9+years related experience OR</li><li> Multimedia experience with environmental regulatory requirements for power plants</li><li> Demonstrated Project Management experience managing multiple, concurrent time sensitive priorities</li><li> Strong proficiency in Microsoft Office Suite applications.</li><li> Experience with development of permit applications, negotiations with regulatory Agencies, and implementation of permits requirements across multiple jurisdictions.</li><li> Experience interpreting environmental regulations and providing regulatory guidance to projects and sites.<br><br></li></ul><strong>Preferred Qualifications<br><br></strong><ul><li> Project Management Certification</li><li> Advanced Degree (MS, M. Engr) in natural or physical sciences, or environmental engineering</li><li> Experience with State, County and Local Development and Site Plan approval</li><li> Experienced with Rare, Threatened and Endangered Species Habitat consultation and mitigation</li><li> Knowledge of Wetland and Waterbody delineation and experience with United States Environmental Protection Agency (USEPA), Army Corps of Engineers (ACOE) and State permitting and mitigation</li><li> Experience with Historical and Cultural Assessment</li><li> Experience with Air Quality Permitting</li><li> Experience with Nation Pollutant Discharge Elimination System (NPDES) Construction and Operations permitting</li><li> Solid knowledge of power plant operations and understanding of Constellation’s business and growth strategy</li><li> Experience managing multiple projects, prioritizing, planning, and managing time</li><li> Experience with successfully integrating and transitioning environmental requirements from project construction</li></ul>
