<strong>Job Overview<br><br></strong><strong>OPEN TO ALL US CITIZENS.<br><br></strong>This announcement will be accepting candidate submissions until 11:59 PM, PST, 12 June 26.<br><br>AFRL's Business Operations Branch is seeking to fill a supervisory Branch Chief position at Edwards AFB, CA.<br><br>This position leads a diverse team responsible for several of Edwards' mission support functions including, but not limited to facilities management and strategic planning, test and research program/project business planning and on-boarding, Gateway to Site program oversight, civilian personnel/human resources, STINFO, FOIA/Privacy Act, contract liaison with host base, oversight of the local Management Administrative Resources Services (MARS) contract/COR, support division budget planning, official travel support including the government travel card program, Technical Library support, and on-site contract planning and oversight.<br><br>Duties include but are not limited to:<br><br><ul><li> Serves as a first-level supervisor overseeing government civilian personnel, and manages contractors supporting branch functions </li><li> Maintains awareness of policies, regulations, and other guidance related to the branch's functional responsibilities, and ensures effective processes and practices are in place to meet both mission and compliance requirements </li><li> Provides technical and supervisory guidance for service contract acquisition and management activities </li><li> Maintains AFRL-Edwards functional relationships with higher headquarters and Edwards host base organizations </li><li> Fosters and encourages a climate of innovation and continual improvement across the branch's spectrum of functional responsibilities </li><li> Oversees planning and execution of the Site Support Division's overall budget <br><br></li></ul>Other Significant Facts:<br><br><ul><li> Occasional travel may be required </li><li> Telework options may be possible </li><li> Relocation or other incentives may be offered for this position <br><br></li></ul><strong>Telework<br><br></strong>Yes, this position is eligible for situational telework; as determined by agency policy<br><br><strong>Eligible for a Referral Bonus?<br><br></strong>No<br><br><strong>Required Qualifications<br><br></strong><ul><li> United States Citizenship </li><li> Ability to obtain and maintain required Top Secret security clearance </li><li> Must have at least one year of specialized experience at the DO-03 (GS-14 or equivalent) grade level or above <br><br></li></ul><strong>Desired Qualifications<br><br></strong><ul><li> Specialized experience is experience with one or more of the following: working independently or leading teams responsible for any of the branch's functions (e.g. facilities planning, test and research program onboarding, contract acquisition/management, human resources, general business planning), or similar functions such as Finance, Contracting, or program/project management with associated cost/schedule/performance management responsibilities. </li><li> Experience with support contract acquisition and management </li><li> Program/project management experience--familiarity with program cost/schedule/performance planning and execution, and Air Force financial management practices. </li><li> Familiarity with research, development, testing, and evaluation programs </li><li> Strong and effective communication skills </li><li> Three or more years of supervisory experience </li><li> Organizational change management experience </li><li> Demonstrated ability to build strong and effective teams, both internally as well as with external stakeholders </li><li> Ability to identify and employ creative solutions to meet mission requirements while maintaining compliance with applicable laws, regulations, and standards </li><li> At least one year of formal federal civilian employee supervision experience </li><li> Experience with support contract acquisition and management- Program/project management experience--familiarity with program cost/schedule/performance planning and execution, and Air Force financial management practices. <br><br></li></ul><strong>Additional Information<br><br></strong>Requisition Number 07053.<br><br><strong>Series<br><br></strong>1101
